The Engineering Division of the City of Alamogordo Utilities Department provides comprehensive engineering oversight, planning, and project delivery services for the City’s public infrastructure systems. The Division is responsible for planning, designing, reviewing technical aspects, and managing municipal infrastructure projects that support water supply, wastewater collection and treatment, stormwater management, transportation systems, and broader community development initiatives.

Engineering staff oversee projects from initial concept and feasibility evaluation through design, construction, inspection, and final acceptance. This includes coordination with internal City departments, external agencies, consulting engineers, developers, contractors, and regulatory authorities to ensure projects are delivered efficiently, safely, and in alignment with adopted City priorities.

The Division ensures that all engineering activities comply with applicable federal, state, and local regulatory requirements, including environmental, safety, and permitting standards, as well as the City of Alamogordo Technical Standards and established engineering best practices. Through disciplined project management, technical oversight, and quality assurance, the Engineering Division safeguards the integrity of public infrastructure investments.

In support of long-term community needs, the Engineering Division emphasizes sustainable design, lifecycle asset management, and infrastructure resilience. Core Responsibilities and Services

The Division’s primary functions encompass:

  • Project Planning – Developing and coordinating long-range and short-term infrastructure plans, identifying capital improvement needs, and prioritizing projects based on community demand, asset condition, and available funding.
  • Environmental Services – Ensuring all projects comply with environmental regulations, managing environmental assessments, and implementing measures that protect and enhance the natural environment.
  • Engineering Design and Analysis – Providing technical expertise for the design, evaluation, and optimization of municipal infrastructure, including water, wastewater, stormwater, and roadway systems.
  • Plan Review – Assists Planning & Zoning with thorough reviews of subdivision, site development, and utility plans to ensure compliance with City Technical Standards, codes, and ordinances.
  • Project Management – Overseeing all phases of capital improvement projects, from concept through completion, including scheduling, budgeting, procurement coordination, contractor oversight, and quality assurance.
  • Administrative and Operational Support – Providing documentation, reporting, technical coordination, and stakeholder communication to support Utilities Department operations and ensure transparency and accountability.
